eBay International Fee for US Sellers: When 1.65% Applies
Quick answer: US-registered sellers can owe an international fee of 1.65% of the total amount of the sale, automatically deducted, when the order does not go through eBay International Shipping and either the delivery address is outside the US or the buyer’s registered address is outside the US. It is charged on top of the normal final value fee. It is not charged on eligible listings offered through eBay International Shipping. The eBay estimator typically does not deduct this fee.
Rate from eBay’s main selling-fees page, International fee section, retrieved 2026-11-03. eBay’s other international help pages returned a captcha that day, so only that section is cited. US-registered sellers, USD. Last updated .
Scope: the 1.65% rule for US-registered sellers. Non-US-registered sellers are out of scope and their schedules are Not publicly available here; use eBay’s fee page for your country or region. The seller currency conversion charge is a separate topic (no percentage is given here; see eBay’s official section). Feebrief is not affiliated with eBay; see the disclosure and how we verify fees.
When the 1.65% applies
| Situation | International fee |
|---|---|
| Seller registered in the US, eligible listing sold through eBay International Shipping | Not charged |
| Not using eBay International Shipping, delivery address outside the US | 1.65% of the total amount of the sale |
| Not using eBay International Shipping, buyer’s registered address outside the US (regardless of delivery address) | 1.65% of the total amount of the sale |
| US delivery to a US-registered buyer | Not applicable |
The fee is deducted automatically from sales.
How it sits next to the final value fee
The international fee does not replace the final value fee. The usual non-Store most-categories rate of 13.6% up to $7,500 per item (then 2.35%), plus $0.30 or $0.40 per order, is still due. See the final value fee guide.
Worked example: $100 total sale
